On May 15th and 16th, 2019 , three high-level meetings listed within the calendar of the events of the Romanian Presidency at the Council of the European Union took place at the Conference Center of the Romanian Patriarchate Palace:

-The 146th General Assembly Meeting of the Council of European Energy Regulators (GA CEER);

The 27th Energy Regulatory Forum  (ERF);

The 82nd Board of Regulators Meeting of the Agency for the Cooperation of Energy Regulators (BoR ACER).

The events were organized by the Romanian Energy Regulatory Authority with the kind support of the Ministry for Foreign Affairs, Ministry of Interior and the generosity of the Romanian Patriarchate. The meetings were attended by high-level representatives of the EU member states regulatory authorities, members and designated observers and representatives of ACER, CEER and European Commission.

The discussions held on these occasions revealed that there is a major interest for the continuation of the dialogue among the national regulatory authorities and for a careful analysis of the current issues related to the energy field.

DE-AT-PL-4M MC NRAs request to initiate the interim project for a NTC-based market coupling between DE, AT, PL and 4MMC (DE-AT-PL-4M MC Project)

On 21 December 2018 ANRE, BnetzA, E-Control, ERU, HEA, URSO and URE asked together in a joint letter DE-AT-PL-4M MC TSOs and NEMOs to initiate the interim project for a NTC-based market coupling between DE, AT, PL and 4MMC (DE-AT-PL-4M MC Project) in order to further develop regional integration of day-ahead organized electricity markets.

The DE-AT-PL-4M MC Project – if implemented – will merge finally 4M MC cooperation with the MRC Multi-Regional-Coupling project and will represent an important step forward to the extension of the European Single Day-Ahead Coupling foreseen by European Legislation.

Timely implementation of the DE-AT-PL-4M MC Project will introduce the benefits of implicit capacity allocation of day-ahead cross-border capacities on HU-AT, AT-CZ, CZ-DE, DE-PL, CZ-PL and PL-SK borders even before the Core Flow Based Market Coupling Project (FBMC) will go live.

Thus, DE-AT-PL-4M MC Coupling Project could enable a stepwise transition on the affected borders from NTC-based explicit allocation towards the flow-based implicit allocation providing more transparency for the market during external testing of FB MC.

In view of DE-AT-PL-4M MC NRAs the DE-AT-PL-4M MC Project will not just lead to more efficient allocation of cross border capacities on the affected borders and bring higher social welfare gain, but also it improves price convergence contributing to a more reliable electricity price formation on the regional DA markets and providing more liquidity and trading opportunities for the market participants in the region.

In parallel to the execution of the DE-AT-PL-4M MC Project all the involved project parties and NRAs reaffirm their commitment to the timely implementation of target solutions and methodologies stemming from legally binding EU legislation.

Visit of the Bulgarian Energy and Water Regulatory Comission’s representatives to ANRE

On 26 September 2016, a delegation of the Bulgarian Energy and Water Regulatory Commission (EWRC) is visiting the Romanian Energy Regulatory Authority (ANRE) under the Agreement for Cooperation in the field of energy regulation signed in Sofia, on February 7, 2016.

The Bulgarian delegation is headed by Associate Prof. Ivan Ivanov, PhD, Chairman of EWRC and  includes Mrs. Evgenia Haritonova – Commissioner, Mr. Plamen Mladenovski – Director of Electricity and Heat Energy Division, Mrs.Vera Georgieva – Chief Expert, Electricity and Heat Energy Division, Mrs. Elena Marinova - Director of Legal Division, Mrs. Radostina Metodieva – Chief Expert, Legal Division, Mr. Milen Dimitrov – Chief Expert, Gas Division, Mrs. Viktoriya Dzhermanova – Chief Expert, Gas Division, Mrs. Borislava Petrakieva – International Cooperation Section. Mr. Kiril Dimitrov, Third Secretary at the Embassy of Bulgaria in Romania is  also taking part in the meeting.

The Romanian counterpart participating in the bilateral discussions is represented by Mr. Niculae Havrilet, President ANRE, Mr. Emil Calotă, Vice-president ANRE and the Directors General of DGs Access to the Electricity Network and Authorization, Natural Gas Technical Regulations & Authorisation, Natural Gas market, Regulated Prices and Tariffs and the Director of International Cooperation, Regulation Analysis.

The main topics on the agenda tackle issues related to electricity market liberalization in Bulgaria and ANRE experience regarding electricity market development and market monitoring, secondary legislation harmonization with the ЕU legislation in the Bulgarian gas sector, construction of cross border gas interconnections in Bulgaria, developments regarding intra-day electricity transactions in Romania and Bulgaria and implementation of the provisions of European Network Codes (CAM, Balancing) in gas sectors.

Romanian National Energy Regulatory Authority – ANRE, Romanian Transmission System Operator – Transelectrica SA and Romanian Gas and Electricity Market Operator - OPCOM organized for the participants of the coupled market the workshop“4M Market Coupling and foreseen changes on Romanian Day-Ahead Market“ on September 25, 2014 (10:00 – 17:00).

The main topics were the presentation of 4M MC project and additional information about the Romanian day ahead market.
